In the past, “stormwater management” primarily consisted of designing collection systems to swiftly carry runoff to receiving streams in order to avoid flooding developments. Engineered systems to capture and remove stormwater runoff to areas away from development are very efficient in their operation, but have a detrimental impact to the environment. Pollutants were carried to our rivers, lakes, and estuaries with virtually no treatment.
Today stormwater management now includes treatment and controls for water quality as well as quantity, as a result of various legislative actions including the Clean Water Act, the National Pollutant Discharge Elimination System (NPDES), various river basin specific total maximum daily load (TMDL) studies, and other local, state, and federal requirements. Stormwater treatment on site, as well as “regional” stormwater and environmental mitigation, is now considered the norm.
